Atomic Tests In Ocean Should Be Considered Exactly the Same as an Attack on a City

North Korea is the subject of discussion as relates to the testing of nuclear bombs in the Pacific Ocean, but France has conducted multiple such tests in the past, which is just as outrageous as what North Korea is threatening to do today, but the Kim Jong Un regime's proposed action seems more technically ominous than what France has done, if news reports can be believed.  

Either way, atomic testing in the oceans, by any country, any ocean, but particularly the Pacific and the Atlantic bordering the United States, as oceans are the lifeline of the planet, should be considered by the Trump Administration as exactly the same as an attack on a city, with all the consequences that would entail, and the government should be doing all it can to prevent this from happening in the first place.
