Brad Owen's Extravagant Trips

The incumbent Lieutenant Governor, Brad Owen, has been going on extravagant trips around the world in his Lieutenant Governor role since the 90's (he was once knighted by the King of Spain, believe it or not).  Yes, that's 90's, after all, he's been in office for 16 years and trying to go for 20.  Now, even though these trips may or may not be on the public dime, they are at least sometimes funded by his corporate friends, and probably the same people that take care of his PAC money, and he seems to be the only Lieutenant Governor candidate this year receiving corporate PAC money (Bill Finkbeiner has enough sense to have his corporate buddies send the money as individuals rather than through a PAC).  Owen is having a good time enjoying the perks of office.  I received a letter from someone who witnessed Owen in southern China at a banquet in a small city where he was treated like a King, implying that Lt. Gov. Owen had the best of accommodations.  That's just one trip.  Owen only makes an upper middle-class salary, how many corporate friends does he have as he is well known around Olympia for his many trips?  I thought he was a Lieutenant Governor of one of the 50 states, not an ambassador.  If I'm elected Lieutenant Governor, I'll probably go no further than British Columbia, Canada for an international trip, and that'll be with my own money and as a private citizen.  If I do go to any country other than Canada, which is doubtful, it'll be under my own purview as well, and it'll be no longer than a 2-week vacation.  I don't have corporate buddies supplying me with money, now, and I won't have if I'm elected, because the corporate establishment is not going to like me any more in public office than they do now, because they realize that I'm really the Common Man's Candidate for Lieutenant Governor.
